• Implemented a purchasing system, set up purchasing processes and procedures to support the commissioning and start up of the refinery.

Negotiate contracts with suppliers/vendors for cost-effective purchasing service contracts eg: in house maintenance manpower, lab equipment services, purchase of bleaching earth and all refinery related consumables

• Responsible for sourcing technical services to support daily maintenance, plant shut down and project work
• Includes Inspection/Testing, Insulation, Scaffolding, Civil Works, Plant maintenance, Corporate services, Security and Consultancy services, HPWC, Lab maintenance, I/E and process control services
• Support daily purchase for pipes, fittings and all kinds of valve, pumps, spares for process control, I/E, lab and safety consumables

ACHIEVEMENTS

• Strong and proven negotiation skills in achieving US$500,000 savings and avoidance in 2008, In which, 20% achieved from negotiation for crane renewal contract, 20% from a project and 25% from a total T/A cost, 10% on Lab contract renewal through negotiation and the balance through daily miscellaneous purchase
• 2009 savings achievement includes US $100,000 on chemical waste disposal contract through strategic sourcing and negotiation, US$210,000 through innovative changes on DCS spares and US$50,000 savings on DCS services through negotiation
• Had achieved savings US$100,000 through team innovative initiative on changing to local vendor for Catalyst job
• Successfully supported and managed US $1.7M project, which includes purchase 2 vessels from Shanghai, performed shop audit and progress update in the Shanghai workshop and had source for spares from USA, Australia and regional country and had achieved US$70,000 savings/avoidance for this project
• Achieved savings of US$120,000 for the Lab expansion project, which include purchasing of a new instrument and constructing of new lab furniture
• Supported a global initiative on pressure transmitter and Lab consumables price agreement and achieved 33% and 15% savings of the unit rate respectively
