Assigned as the BA to oversee the design of SIMS (SPRING Incentive Management System) for SPRING Singapore.
Clarified project goals to guide team efforts.
Coordinated relationships with internal and external stakeholders to review current and future state assessments, identify gaps and opportunities, and present findings and recommendations to senior management, collaborating with the transformation consultants (KPMG).
Highlighted key achievements during project execution.
SIMS was a project I proposed to consolidate all of SPRING’s many existing standalone business incentive and grant management systems into a single integrated one-stop portal.
Planned and executed SIMS project in phases under two separate tenders (1st Phase: Study & Design, 2nd Phase: Development & Implementation). Ensured that 1st Phase targets produced a harmonized and enhanced business and technical design as a blueprint for developing a future integrated system to support numerous business incentive programs managed by SPRING Singapore. From this exercise which involved the participation of all SPRING stakeholders, we completed the harmonisation of hundreds of processes from across 47 types of incentive schemes and streamlined them into a process architecture with just 10 core processes.
Note: 2nd Phase was eventually carried out and launched after I was seconded to MOE (Dec 2020).
Assigned as the BA to manage the maintenance of SPRING Singapore systems, SACINET and IBEX
Served as a bridge between business problems and technology solutions, acting as a change agent to improve processes, systems, and strategic decision-making.
Eliciting and managing business requirements for enhancements to be digitally implemented
Collaborated with business users and technical teams (internal/vendor developers) to align on solutions.
Assisted in defining project scope, project management tasks, and testing solutions (UAT) to ensure business needs are met
Managed the successful implementation of business and technical related enhancements to SACINET and IBEX so that SPRING can efficiently and effectively deliver services to their business customers
Provided references to support professional credibility.

Testimonial for Daren Seah
Daren is the eLitigation Project Office representative for Family Court’s eLitigation System development and launch. As the Family Court’s representative, he has been instrumental in the smooth rollout of the eLitigation System for the Family Court.
Prior to the launch, Daren played a key role in coordinating the testing of the System and retesting of fixes. He helped to collate all the issues surfaced by the different officers who were involved in the testing. He helped us to consolidate the issues, and reframe the issues to enable a holistic resolution of the issues. He would go to the users to understand the issues and would tackle the problem solving through understanding the processes and operational needs and concerns of the Family Court. He has a very good grasp of our processes. There were numerous occasions when he stepped in to help communicate the issues to the vendor, Crimson Logic. At times, the solutions originate from his suggestions or proposals. For data migration, he helped the Family Court to understand the design differences and the resultant data mapping issues. He was so pro-active in resolving these data migration issues before launch that he even initiated meetings with Family Court users and ITD to discuss the impact and the solution. The solution for the data migration issue concerning “parties’ details” for Mental Capacity Act cases is attributable primarily to Daren. His pro-active approach has helped to ease the load for Family Court judges and Registry officers in the eLitigation team in a big way. He also offered to assist in the training of staff and the Family Court judges. In the process, he imparted useful tips to the users. Because of his involvement, he has a very good rapport with the staff and judges in the Family Court. His approachable ways and effective communication made the whole process a lot more efficient and made the change management a lot easier and smoother.
After the launch of the eLitigation System, Daren was around to quickly correct users’ misconception about the processes in the System. Where there were system bugs, he was involved in troubleshooting to have a holistic appreciation of the issues. Thereafter, he was quick to close the gap with the vendor by helping the vendor to understand the issues and offering possible solutions. He is a team player and he works very well with users and the Vendor’s personnel alike. He also helped to train some judges who are not very used to using the System and reading case files online. He stayed around and guided them through step-by-step handholding. As there were a lot of implementation matters and concerns to take care of, his help in guiding some of the judges went a long way to ease my load. All in all, Daren has played a big part in the change management for Family Court.
Family Court is fortunate to have had Daren on board in this project.
