Results-oriented FOSO offering over 36 years of administrative experience with DoD Navy and 12 years with NCIS. Administratively responsible for an AOR of 50 people with 5 MPAs, 1 Officer Manager and a SPA that covers 9 offices within 43 countries. Fosters innovative solutions with senior leaders and builds cooperative alliances between mission partners of Host Nations to address organization priorities, resources and work processes.
Currently the Field Operation Support Officer for SAFO Southeast Asia Singapore. I have established new office procedures due to the downsizing of the PSA’s in the SNSN office, and new turnover in the SNMQ and SNMI office to achieve the NCIS SNFO mission goals and delivering expectant results within the AOR.
Provide oversight on daily administrative functions to ensure the Field Office and SNSN is meeting its goal in accordance with NCIS administrative policies and regulations. I independently conducted monthly case reviews with great attention to detail to ensure CLEOC is 100% compliant, and VITALS reports, both unclassified and classified, are complete and accurate. I review and process several Office personnel’s overseas allowances paperwork for correctness before submission to NCISHQ Code 10 for action, and ensured personnel satisfactorily received their reimbursements in a timely manner. I reviewed and certified Time and Attendance entries in SLDCADA each pay period and ensured information are accurate and timely allowing FO personnel to receive correct pay. As Training Coordinator, I ensure all in-service training requirements are complete and updated. I demonstrated excellent security procedure and as the FO Security coordinator, I communicate to my subordinates the importance of adhering to security requirements and consequently ensured admin staff effectively safeguard all classified information they handle and emphasized they are held accountable for its protection.
• Supervise 3 civilians and 1 military personnel to accomplish NCIS Southeast Asia Singapore Field Office missions are met.
• Serves as the point of contact for all administrative issues in regards to SLDCADA (time & attendance), payroll (overseas entitlements), agents’ annual physicals, Manpower, DTS travel, budget, government credit card program, safety, facilities, security, vehicles, correspondence, supplies, contracts, and procurements. I ensure time and attendance for my area of responsibility are accurately entered in a timely manner. I provide assistance to personnel matters relating to leave requests, pay issues, prior pay corrections, personnel actions, backfill requests, budgets, facilities, file management, correspondence, training, security procedures. Personnel and payroll issues took priority, tracked diligently for completion and effective dates, especially when related to overseas pay allowances and benefits. I strive to provide accurate, timely, and courteous service to all our Special Agents within the AOR. Admin SNFO team occasionally provides technical assistance to supervisors and Special Agents located around Asia. The team submits through Service Now ticket when a pay problem arises and coordinate with NCISHQ payroll to resolve complex or out of the ordinary pay issues. We ensure timely submission of biweekly SLDCADA timecard entries and very rarely we run a payroll cycle with rejects.
• Administers, coordinates, and evaluates the efforts of administrative operational areas to identify specific requirements and to plan and schedule for actions needed to meet those requirements.
• Responsible for implementing policies, planning, prioritization and conduct of efficient and economical use of facilities, supplies, equipment, manpower and funding resources necessary to accomplish mission.
• I provide oversight in reviewing and reconciling of NCIS Southeast Asia Singapore employees Payroll & Overseas entitlements and collaborates and assists with NCIS Headquarters HR Payroll department with payroll entitlements.
• Maintains accountability of all Defense Property Accountability System (DPAS) inventoried items, and through the Defense Re-utilization and Marketing Service (DRMS) disposes of excess/unusable/out dated property.
• Admin SNFO teamwork and positive work practices promotes a congenial, team oriented work environment ensuring that Special Agents are provided up to date pay information. Help manage the allocation of funds for the field/subordinate offices. Authorizes and disapproves request for expenditures based on knowledge operational commitments and funding status.
• Maintains Naval Criminal Investigative Service Field Office Singapore Defense Travel System (DTS) annual budget of $380K. I am the Defense Travel System (DTS) Approving Official (AO) and Certifying Officer (CO) for NCIS Singapore Field Office. I review and approve all official travel for field personnel ensuring requested expenses are in compliance with guidelines established by Joint Travel Regulations (JTR). Tracking timely and submission completion of travel vouchers for field office TDY and incoming/outgoing PCS travel and monitoring subsequent liquidation claims. Effectively review/approve DTS travel authorizations and travel vouchers for compliance with DoD travel regulations and Joint Travel Regulations. Worked and strived to be a good steward of US GOV funds by constantly using cost saving measures. Provide one-on-one training on the submission of authorizations and voucher to Agents, Analysts, and Management in accordance with the JTR.
• Formulates and prepares the long term administrative budgets to include but are not limited to facilities, general office supplies, equipment, vehicles, communication services, cell phones, travel, etc. Analyzes prior year spending and future needs to develop or revise budget estimates.
• Advises senior leadership on administrative matters relating to the accomplishment, coordination, integration, and synchronization of a variety of substantive staff actions, events, and other related assignments.
• Emergency, Extraordinary, and Expense (EEE) Coordinator for SNSN and the entire AOR. Responsible for $24,500 and the disbursement of the emergency/extraordinary expenses, and advance of treasury funds 4 offices. Review monthly EEE reports for accuracy.
• Analyze requirements for space and facilities based on anticipated volume of operations, potential changes in workflow, and future plans for expansion or contraction of operations.
• Sets program goals and objectives, defines work standards, administers work assignments, provides advice and monitors performance.
• Initiates and ensures effective communication, coordination and follow-up actions with subordinate elements.
• I communicate effectively, both orally and in writing, over a broad range of professional, administrative, technical, and clerical area, with all levels staff/management of NCIS Field Office personnel.
