Managing EPCM Contractors (Technip FMC Singapore)

• Ensure and continuously improve health, occupational safety, and environmental protection.
• Advise Technip FMC and sup contractors, on all aspects of occupational health and safety, environmental protection to implement best practice.
• Investigate and analyze all HSE incidents, risk, and unsafe practices within the construction perimeter, and conduct incident reports to share preventive action plan, finding and learning with leaders and operation team.
• Monitor compliance with current HSE legislation, with company's internal regulations, and to provide expertise on how this legislation, regulations and Singapore standards can be met during construction face.
• Provide expertise and support in planning and control measures in occupational health, safety, and environment procedures and initiate improvement planning.
• Represent company's on negotiations with all responsible authorities concerning occupational safety and health, environmental protection, and support in business decisions
• Conduct join weekly internal audit with Tecnip FMC to verify safeguards of the project work area.
• Hazards Identification & Implementing the corrective & preventive control measures.
• Implementing, Maintaining & Reviewing WSH System according to ISO 45001:2018 Occupational Health and Safety Management System (OHSMS)

Managing EPCM Contractors (WOOD and Worley) for two different projects

• Implementing HSE plan for projects.
• Implementation Safety Management System for Contractor to get inline with BCA standard
• Conducting Human and organizational performance (HOP) training.
• WSH Internal Meetings with EPCM and sub-contractors.
• Reviewing of Risk and Hazards in surrounding life plant.
• Managing Contractor HSE Management System (CHESM)
• Coordinating closely with EPCM contractors on changing or implementation of safe work procedures.
• Implement SIMOP plans as two EPCM working in same plant
• Prepare and report Monthly Man-Hour Reports, Key Performance Indicators (KPI) on site observation and ensure trend analysis is meeting Chevron target
• Implementing Emergency plan and managing drills for Fire, H2S and In Place Protection

Responsibility for managing and supervision of Health, Safety, Security and Environmental matters on Construction project, leading a team of WSH Coordinators assign at different sites advising on issues in Turn around, Shut down and Projects. Whilst providing support and leadership to contribute towards efficient HSSE management, on site responsibilities include, but are not limited to:

Projects, Shut down and Turn around completed in the period of 2006 to 2012

Projects:

• Implementing Project Safety Management System.
• Working closely with sub contractor safety officers on achieving project targets and objective as EPCM safety officer
• Covering all areas on recommending regularly Courses for stakeholder,
• WSH Internal Meetings with sub-contractors and clients,
• Liaising closely with clients and sub-contractors on changing or implementation of safe work procedures.
• Conducting ConSASS audit with MOM approved auditors
• Prepare and report Monthly Man-Hour Reports, Key Performance Indicators (KPI) on site observation & Statistics to the clients and internal management.
• Setting up Security system and managing for project.

Project Site: Chevron Oronite Pte Ltd

• Leading team of safety coordinators.
• Regularly conduct Safety Course for stakeholder, WSH Internal Meetings with sub-contractors and Safety Training eg: Permit to work, Work at Height, Confine Space, Risk Assessment, Evacuation Drill and Inspection of all equipment's which include Firefighting and Emergency Response Equipment. This is to ensure all equipment's are inspected if required, by relevant authorities.
• Coordinating with contractors in all lifting operation including of roll over modular mega structures and installation.
• Liaising closely with clients on implementation of SWP
• Involved in plant commissioning
• Reviewing current Risk Assessment and Method Statement
• Reviewing Ventilation and emergency plan(Confined Space)
