PUB - Water Supply Network - Network Service Division (Network Diversion)

  • Oversee a team of 12 officers to manage large and small water pipelines diversion projects in Singapore. Pipe Diversion is carried out by 3rd party Contractor and approximately 150 pipelines have been successfully diverted each year.
  • Streamlined and Improved operational efficiency by 50%. Implementing innovative solutions from Pre-Consultation till Handing Over and Defects Liability Period.
  • Spearheaded in developing comprehensive procedures with step by steps guide to obtain In-principle no objection (IPNO) to the 3rd party contractors, to ensure all are well versed of the requirement and compliance.
  • Championed in documentations for pipelaying activities, linkup on diverted pipes, and as-built drawings, strengthening the water networks by ensuring they are of high accuracy documented.
  • Re-established the pipe linkup fees and each cost estimates is well documented with reasonings and justifications.
  • Led quarterly PUB-LTA coordination meetings with project officers to address project issues and facilitate conflict resolution
  • Meet with Requestors (i.e., government agencies and private developers) to resolve project technical issues.

Achievements

  • Approx 150 pipelines had been successfully diverted each year.
  • Most of the regular Contractors are familiar with our processes after 2 years of hard works in guiding them our requirements and sharing of good sample for their reference.

PUB - Water Supply Network - Network Renewal Division (Small Mains)

  • Took charge of small pipelines renewal programme for entire whole Singapore, by replacing those problematic pipelines to new ones.
  • A series of Consultancy and Construction Tenders were called and awarded between 2017 till 2020
  • Pipelines replacement rate was met the targeted KPI
  • Performed Conditional Assessment on the water pipelines for prioritization in replacing the problematic ones

Consistently achieved annual KPIs:

  • 30 km completed in 2016
  • 50 km completed in 2017
  • 75 km completed in 2018
  • 50 km completed in 2019 (Covid Year)

PUB - Water Supply Network - Network Planning Division (Large Mains)

  • Gather all the comments from maintenance team on the new pipeline alignment.
  • Recce the site and identify possible corridors for laying upcoming large water mains
  • Liaise and coordinate closely with multiple government agencies and service providers to de-conflict underground services especially for brown field.
  • Put up paper to seek funding from the Board once the new pipeline alignment is firmed and method of construction is determined.

Achievements

> 20 papers were put up and fundings were successfully secured for the new pipeline projects

PUB - Best Sourcing Dept - Senior Quantities Surveyor

  • Vetting all the tender documents submission by the project officers, ensuring they are in order and compliance with requirements before uploading to GeBIZ
  • Strengthen the Project's Specifications in the tender documents and de-conflict the clauses if any
  • Vetting Extension of Time (EOT) Claims submitted by the project officers

Summary

Experienced and certified construction professional with more than 25 years in the industry, spanning both pubic and private sectors. Started my career as a Quantity Surveyor cum Project Manager in the private sector after graduating in 1995, and later served as a Contracts Manger at HDB. I obtained professional certification during my practice, strengthen my capabilities in Contracts and project delivery.

In 2006, I joined PUB's Best Sourcing Department, handling procurement matters and resolving contractual disputes. Six years later, I was posted to an operational department whereby the mission is to supply 24/7 water to our customers. Since then, my role has expanded to securing funds and corridors for large diameter water mains, leading the nationwide small mains replacement programme, and currently managing high volumes of diversion requests from agencies such as LTA (for new MRT lines), HDB (for BTO projects), and PUB's own internal departments. Many projects are highly complex due to site constraints and inter-agency coordination, requiring strong problem-solving, stakeholder engagement, and project management skills to ensure successful execution.
