Brief Introduction

My wide vast of experience ranges from sub-contracting firm to consultancy firm and government agencies such as HDB, NHB and CP2M(MOF).


In the client perspective, I had the opportunity to look at things differently such as controlling and maintaining the budget. I also learnt to be prudence in handling public fund when calling tenders and handling contracts. My three years' working experience as a Consultant Quantity Surveyor in KPK Quantity Surveyors (S) Pte Ltd opens up my horizon as I handled projects worth tens to hundreds of millions. I was assigned to both Residential and Commercial Projects such as building new office building at 200 Newton Road, building new shopping mall at Bugis + (previously known as Illuma) and building new condominium at Hilltop. I called tenders, awarded main contracts and various sub-contracts, handled projects, settled contractual issues, prepared progress payments for main contracts and various sub-contracts, prepared variation orders and closed final accounts for all the projects.


My five years' experience working as a Client's Senior Contracts Manager in Housing and Development Board brings me a different perspective. The main objective is to ensure fair competition, value for money, transparency and prudence in using public funds. I called tenders and awarded contracts such as term contracts of building services, supply of goods and services, construction services projects and consultant services projects. I handled more goods and services contracts which involves creating a customized set of Conditions of Contracts for different tenders to meet the different stakeholder's needs and requirements instead of using the standard PSSCOC or SIA Conditions of Contracts.


My two years working experience in CP2M(MOF) gives me the opportunity to make use of my contractual and project management knowledge to assist our fellow colleagues from other public agencies. I provide assistance to them in both contractual and project management related issues. I also researched and wrote the Good Practice Notes and FAQ on a few topics such as Managing Termination for Contractor's Insolvency Event and Payment in Construction. I also researched and wrote articles for the EP2ME and Annual Report to share on the learning processes of the contractual and project management issues among agencies.


In NHB, I’m exposed to many different types of procurement such as direct contracting, open innovation platform under outcome based procurement, NHB wide bulk tender for period contract and framework agreement, procurement at discounted rate, collaboration, etc., which my team and I are in charged of the procurement policy and process review to each of these new procurement method. From a Senior Manager to Senior Assistant Director, this seven years of working experience in NHB has shaped me from a procurement technical expertise to a leader leading a team of eight procurement managers and officers to ensure NHB’s day to day operation for all procurement activities is running smoothly and efficiently.


I'm a team player and enjoy working in a team. I'm flexible and able to adapt easily to different cultures and organization. I communicate well with stakeholders and able to perform to the expectations of management. I hope to be given a chance to meet up with you to know the organization better and for you to know me better.
