Job Scope

  • OFFSHORE POB SCOPE
  • Mobilise and demobilise all crew for dedicated vessel(s) to both on and offshore locations as instructed by the Offshore Personnel Lead and/orOffshore Management Team
  • Work in close cooperation with the preferred travel provider to organise travel and accommodation for offshore personnel
  • Ensure that all visas, work permits, etc are obtained prior to mobilisation by the respective TOMS Department
  • Advise offshore personnel (and their agencies where appropriate) of mobilisation details, including travel and accommodation arrangements were appropriate and confirm details to OMT/Offshore Personnel Lead as appropriate
  • Ensure Administration are advised of all new starters prior to their mobilisation
  • Ensure certification for offshore personnel is verified as current and appropriate for working in the relevant offshore sector prior to their mobilisation and a copy issued to Administration to be recorded in and placed on the personnel file. Non-compliance to be advised to the Training and Competence Officer, Offshore Personnel Lead and vessel OMT
  • Provide OMT with copies of qualifications/certification where appropriate Check Daily Project Reports and POB Reports on a daily basis and verify against system personnel records for tracking/payroll purposes
  • Track project codes and task codes by global update and sectors to ensure offshore personnel time is costed to projects correctly
  • Liaise with TOMS Planner to ensure offshore personnel roster and other associated document is up to date at all times
  • Focal point for offshore personnel, responding to queries on personnel logistics and payroll
  • Provide cover and support for other Offshore Personnel Logistics Coordinators and Offshore Personnel Lead where required
  • Undertakes duties as may reasonably be required in line with the incumbent's skills, knowledge, abilities and personal development opportunities

  • Liaising with most shipyards in Singapore for yard entry - pass, permit application for jobsMobilizing personnel for overseas jobs/projects
  • Coordinates travel arrangement, calendar management, schedule meetings, process payrollfor personnel.
  • Prepare, verify and process all payments
  • Receive and verify invoices
  • Create invoices, receipts and payment slips to customers
  • Maintain filing system for financial documents
  • Process payroll and employee claims
  • Office / Project Administrator / Secretarial / Warehouse duties
  • Set up office in the shipyard liaising with Enterprise main office & Keppel Fels.
  • Managing full spectrum of HR office management, supervising day to day operations of theadministration department
  • Manage tight calendars and setting up VC / meetings across countries (managing different time zones etc) and supporting expatriates.
  • Directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services
  • Extensive calendar, diary and travel management for the company Senior Manager Arrange meetings and ensure the smooth running of meetings within theoffice
  • Liaise with various departments and stakeholders on behalf of senior management

  • Manage office administration and ensure office and facilities are maintained at optimum functional level
  • Apply for foreigner visa (WHP, SP, LOC, EP) and ad-hoc process
  • Handle complex travel arrangements including long-haul travel arrangements and travel visaapplications.
  • Manage and submit medical insurance claims and follow up / follow through of action plans.
  • Involve extensively in applying different types permits for yard and vessel
  • Liaising and check progress with agent on all vessel related job on daily basis
  • Keep an overview of all project preparations, as well as ongoing and upcoming projects in liaison with the Operations department
  • Prepare & Arrange Officer's office briefing. Ensure Pre-Joining briefing is done at the Crew Agency.
  • Arrange safety induction / brief and different passes
  • Liaise with the yard safety / security department raising of passes and permits for externalvendors & suppliers and closing of permits after job is done
  • To prepare the files, in collaboration to have the promotion/validation files approved ahead ofvessel planning.
  • In charge of office / vessel supplies daily
  • Other duties as assigned by Senior Project Manager
  • Maintain receiving and warehousing in charge of documentation process / location of itemsbeing stocked.

  • Assist in implementations of projects and a-hoc logistics requirement
  • Mobilizing Duties
  • Performing a risk assessment: Analyzing current risks and identifying potential risks mobilizing a surveyor to counties with risk.
  • Performing a risk evaluation: Evaluating the company's previous handling of risks, and comparing potential risks with criteria set out by the company such as costs and legal requirements
  • Mitigating potential risk by liaising with International SOS (this includes step by step procedure/ task to follow)
  • Establishing the level of risk, the company are willing to take
  • Preparing risk management - sending out to the Regional & HSE leads for prior approval before finalizing the mobilizing of surveyors.
  • Weekly (or daily) meeting with regards to potential significant risks to the business; ensuring business heads are aware the risks that might affect their departments; ensuring individuals understand their own accountability for individual risks)
  • Explaining the external risk posed by corporate governance to stakeholders
  • Understanding the business continuity plans to limit risks
  • Implementing health and safety measures (which includes insurance)
  • Sitting with Global Mobility Lead to be up to date with policy and compliance audits, this will include liaising with internal and external auditors
  • Maintaining records of insurance policies and claims
  • Building risk awareness amongst staff by providing support and training within the company. Log project timelines and maintain database of tasks and its status
  • Log all new information into database and provide scheduled reports for contract coordination and reporting purposes supporting the IT
  • Interact with customer and project staff to schedule work and coordinate assignments.
  • Interact with project team and task managers to define scope of work to develop and update detailed schedules, cost information and identification of variances from original plan.
  • Support and work with Sales on planning, milestones and deliverables for project quotation and develop risk curves
  • Support Business development manager on contracting
  • Plan and prepare interviews with shortlisted candidates for sub-contractors
  • Obtain documentation from the shortlisted candidates supporting their application and coordinating the filing of same for sub-contractors
  • Plan and prepare on-boarding (induction program) of all new hires
  • Sub-contractor competency and performance management
  • Ensure that the sub-contractor competency matrix is reviewed, updated and expiring certificates are renewed in cooperation with the operations team
  • Ensure that both soft and hard copies of personal files (P-file) are updated, and all records are current and readily available
  • Track and report on sub-contractor KPI ratings in cooperation with the operations
  • Coordinate completion of mid-year and year-end sub-contractor performance reviews in liaison with the operations, QHSE, technical and deliverables teams)
  • Attend to queries on contract / billing & collection enquiries - liaising with sales team
  • Input, upload and maintain all relevant data to CARD (or equivalent LR DIS system)
  • Convert sub-contractors' CVs to LR DIS format and update them regularly (annually) and upload into CARD (or equivalent LR DIS system)
  • Upload (sub)contractor competency matrix into CARDs or any TA tracking system asand when there are changes
  • Learning & Development Duties
  • Follow up on crew planning procedures from vessels to vessels.
  • Analyze of current manpower requirements across several departments
  • Preparation of future manpower forecasts (workload & work force analysis)
  • Analysis of Current resourcing needs and mid and long-term resourcing needs to meet organizational objectives.
  • Track vacancies and conduct analysis of departing and commencing staff to available positions.
  • Participate in out of office hours and weekend telephone duties for the emergency assistance line
  • Facilitate procedures after hiring regarding employee relocation, legal documents etc.
  • Assist in preparation and execution of orientation and training plans
  • Develop work schedules by allocating employees in shifts and positions (liaising with main office skilpool)
  • Assume responsibility for timekeeping and time off requests
  • Collaborate with payroll to ensure correct employee compensation
  • Updates internal training databases in MAPS with the planned training events and certification details and coordinates related logistics and to book appropriate accommodation if necessary.
  • Ensures all mandatory training requirements are delivered in line with legislative expiry periods.
  • Plans and coordinate training globally for a variety of skills-based training through external and internal suppliers.
  • Ensures that the administration of all records/ documentation is carried out in line with the required standards and maintained in MAPS.
  • Ensure training requirement and requests are booked and completed within the required timescales. This includes booking schedules for training and arranging logistics such as flights and accommodation if required.
  • Assist with bookkeeping, assembling reports, chase for payments as needed
  • Perform data entry (daily) into accounting system
  • Transaction recording into spreadsheet for reporting (weekly)
  • Prioritize a challenging workload and manage customer expectations accordingly
  • Marketing tracking and research information by collecting, analyzing, and summarizing data and trends.
  • Accomplishes marketing and organization mission by completing related results as needed.
  • Track, coordinate, source and arrange for sub-contractors training, including the follow up of certificate and training feedback form upon completion of course. File all sub-contractor training information and certificate in the respective P-files
  • Obtaining training related documentation and feedback from both the trainer and the course participants
  • Documentation /Atex Duties
  • Sending out inspection request emails to engineers according to discipline
  • Review package requirements for ATEX compliance.
  • Ensure the Ex-register is being populated correctly and that the relevant certificates shall be available for Client for uploading into their database.
  • Update and follow-up non-conformance and corrective action reports
  • Verify and sorting out Ex (E&I) & Mc (Mech)inspection documents
  • Coordinating and Issuing of the tagging documents daily to PIMS for uploading into PIM system
  • Ensure EPC Manufacturing data record and Safety data sheet are uploaded in PIMs through PIMS team.
  • Updating and maintaining the EX / Mc register daily
  • Extracting soft copy and hard copy documents from PIMS for the Atex team.
  • Downloading into the Atex server for individual inspector.
  • Sorting and filling of all Ex & Mc documents according to Tag no / Subsystem
  • Work closely with the Inspectors to maintaining of all engineering matrix documents on live basis and onboard visit for tagging of the systems.
  • Producing of daily progress report for all Ex ITR sent according to supervisor
  • Other Adhoc duties as assigned by immediate supervisor
  • Filling of all shop drawings, As-built drawings, Field order, RFI, Method Statement, Architects Instruction and Architects Direction etc.
  • Control all aspects of project documentation on multiple simultaneous projects, utilizing various control methods/systems.
  • Prepare, operate, and update Document Control Procedures in line with the Company's Document Management System and Ensure proper document control support is given to each project.
  • Produce and maintain Document Progress Reports to Project Managers.
  • Create Document Control and correspondence folders for individual projects.
  • Work in strict co-operation with the Project Manager to ensure project progress status integration.
  • Receive plan approval drawings from Shipyard, updated the drawing log and distribute to engineers in charge of each discipline for review and comments.
  • Compile and maintain control records and related files to release drawings, and engineering documents to manufacturing and other operating departments
  • Confer with document originators or engineering liaison personnel to resolve discrepancies and compiles required changes to documents
