Responsibilities:

  • Develop and review enforcement approaches to preserve the integrity of the work pass framework and ensure that the foreign manpower in Singapore is properly managed.
  • Collaborate and coordinate with line branches and other MOM departments to identify the enforcement implications associated with various foreign manpower policies and develop suitable approaches to enforce these policies.
  • Lead and co-lead initiatives to support the division's enforcement priorities and improve enforcement effectiveness.
  • Present enforcement proposals and projects at various senior management platforms , drive the implementation, as well as participate in cross department/division projects.


Key Achievements:

  • Led, conceptualized and kickstart the implementation of the Fast and Easy Testing (FET) regime in managing COVID transmission in boarding houses, shelters, Migrant Domestic Worker Centres and NGO Gathering Spaces from May 2021 till December 2022
  • Co-led the Migrant Domestic Worker Interview (MDWI) project from May 2021 till Dec 2021 by setting up a call centre within MOM and supervising a team of 18 video-callers tasked to ensure the well-being of newly hired MDWs who are less than 2 years in employment
  • Presented with the 'Minister for Manpower Award 2022 - Regulatory Excellence' in recognition of outstanding contribution to the project 'Strengthening Support for Migrant Domestic Workers and Employers'
  • Crafted the Business Continuity and Contingency Plan (BCP) for MOM in the event of extreme levels of haze
  • Supported and co-organized the Foreign Manpower Management Division (FMMD) Townhall Session in 2022 and the FMMD Workplan in 2023
  • Crafted and conceptualized the quarterly enforcement trends and analysis reports for May and August 2023

  • Manage the FAST Secretariat through optimized delegation of work, monitoring of key performance indicators and priority management to execute and develop strategies that promotes the employability, welfare, well-being and advocacy for foreign domestic workers (FDWs) working in Singapore
  • Establish FAST as the top-of-mind social service agency which takes pride in the differentiation and value add in promoting the employability, welfare, well-being and advocacy for FDWs working in Singapore through long-term collaborations with various key stakeholders in the industry


Key Achievements

  • Crafted and implemented the standard operating policies in setting up the FAST Social Support Centre from the ground up to include the following key services:


a) FAST 24-Hour Helpline manned by a team of 5 staff and 10 professional volunteers

b) FAST Humanitarian Aid Assistance to deserving FDWs in distress

c) FAST Pro-Bono Legal Services consisting of 25 professional lawyers recruited to be on on standby to take up cases for legal representation

d) FAST Mediation Service consisting of 14 certified mediators recruited to resolve issues between employers and FDW

e) Developed advocacy efforts and strategies in addressing key FDW issues by achieving a visibility average of 5 positive mentions of FAST through the use of print media, television, radio and social media platform

f) Recruited, retained and engaged a total of 52 key stakeholders of the FDW industry, including embassies, FDW-centric business partners, employment agencies, training organizations and other social service agencies to be appointed as FAST Associate Members to further FAST's cause and mission

g) Developed and coordinated the publication of the FAST Volunteer Guidebook, as well as the implementation of the On-Boarding Volunteer Immersion Programme for new volunteers

h) Initiated and set up the first ever clubhouse for FDWs in 2014 and introduced 10 new activities for FDWs to spend their rest days effectively, including programmes such as Yoga, Zumba, Pilates, Music Club, Hobby Craft Club, Vertical Gardening Club, etc

i) Oversaw and collaborated with more than 30 social service agencies, business partners, government agencies, training organizations and student groups to organize the annual Foreign Domestic Workers Day in 2019, and achieved a record turnout of more than 10,000 FDWs, employers and guests in attendance

j) Coordinated strategies to achieve an exponential increase in FDW Clubhouse Memberships from 500 in 2014 to 5521 members in 2020

k) Launched an online campaign called 'Heroes of FAST' on FAST's Facebook platform to engage FDWs online during the COVID-19 pandemic and achieved an outreach of more than 20,000 FDWs and employers

l) Together with the Chief Executive Director, planned and conceptualized the formation of the FAST Multi Service Hub in June a one-stop integrated centre whereby the FDWs will be able to access opportunities for training and development, seek redress for their personal problems and concerns and participate in social and recreational activities, all under one roof

m) Managed a team of 8 FAST officers in facilitating the operations of converting the FAST Hub into a temporary Migrant Worker Housing Facility (MWHF) for displaced male migrant workers from April 2020 till April 2021
