Project Description: Enhancements and Maintenance activities for Member
Enrollment Applications in Mainframe platform
MEA is the main business engine that supports the Member Book of Record and the
Operational Data Store (ODS). The application supports the enrollment, maintenance, and
termination/rehire of the commercial members. It interacts with applications from other
domains like Plan, Network and Providers to maintain to store and maintains the
completes complete member health coverage information. MEA supports membership
across National Accounts, Middle Market, Small Group and Individual business. An
individual who is enrolled in one of the Aetna's products and/or services is referred as
Member. The Member Book of Record is the enrollment database, the single source of
enrollment information. Member Enrollment Application (MEA) deals with the member
enrollment into Aetna systems, subscribed to traditional products. At high level enrollments
are performed via Batch process or Real time/online enrollments. Both batch and online
processes shares the core functional services to perform the enrollments. During this
enrollment process, the core enterprise logics will interact with other domains like plan,
provider/network. This process also feeds data to downstream applications like Billing,
Fulfillment, ID-cards, RXSY, Data Migrator etc.
Individual master Index (IMI) is an Individual ID management system to store the member
information at the individual level. It generates and maintains Individual ID which helps in
recognizing members as ‘Individual' across different sources/customers. MEA and IMI are
closely related as IMI stores and create standardized data for individual. It uses
individualization concept to determine and assign Individual ID (IID) to uniquely identify
each member irrespective of source systems enrolled within Aetna CVS.
Methods of Enrollment and Member Maintenance
• ELR: Electronic Reporting allows plan sponsors to submit their member information in
the 834 industrial standard file format to Aetna CVS. ELR transforms this information into
Aetna format by processing the 834 file through EDI GW, EEM and MEA applications. It
will complete the enrollment process by updating the member details into the Member
Book of Record.
• Non-ELR Batch: Transactions from EzLink, EzEnroll (Other onboarding broker
applications) and KTD (Paper to electronic file) are loaded to the Member Book of Record
via batch process.
• Online: Allows MEA users to manually key in and maintain membership details via
CICS mainframe screens
• Bswift and Benefitfocus are Third party administrative applications shares member
data for near real-time enrollment/maintenance of member data for Individual and Small
group customers.
• Globals: This process enables mass member transactions to apply for all the members
at plan level. Mainly supports the Renewal process where the members will be moved to
new structure.
• Other Sources: Certain member details like individual contact and preferences can also
be added and maintained in MEA via other web applications like AetnaHealth, ASD etc.
The Primary functionality of the MEA enrollment system is the Member Management. This
system stores and provides the membership data to all the downstream applications like
fulfillment/letter processing, capitation, claims, billing, sales & marketing, vendor
applications, affiliates, Data warehouse/EDW apps etc.
