An outstanding leader with over 27 years of experience in key Leadership appointments, Strategy Development, Operations Management and Capital Acquisition in the Republic of Singapore Air Force (RSAF). Mark has strong leadership and communication skills, a strategic perspective and proven ability to lead teams to deliver excellence. He developed strategies for the RSAF to adopt key technologies and innovative warfare concepts to maintain its edge. Mark raised the operational readiness of the RSAF’s Fighter fleet comprising 800 personnel, high value assets and infrastructure. He also accomplished the acquisition of the F-35 to make Singapore first to operate 5th Generation aircraft technology in the region. During his career, Mark setup key capabilities such as the Air Warfare Centre and four operational squadrons. He was a Colonel and part of RSAF’s Air Staff.

Operations Management

Through the course of his career, Mark gained extensive experience in Operations Management and ensured the operational readiness, and business continuity for the RSAF. Most notably, he oversaw the RTS of eight Fighter squadrons Overseas and in Singapore and worked with established Air Forces regularly to hone operational capabilities to a very high level. At the same time, he established and expanded the Fighter training portfolio for the RSAF in Thailand. Procurement - Summary

Mark evaluated the RSAF’s Next Generation Fighter (NGF) program which led to the procurement of the F-35 for the RSAF, worth several billion dollars. He conducted a comprehensive evaluation of operational, logistics, manpower, and training requirements. The proposal was approved at MINDEF, making Singapore the first country in Southeast Asia to acquire a 5th Generation Fighter aircraft. In his recent roles, he has managed multi-million-dollar portfolios and projects.

Start Up And Innovation - Summary

Mark flew the F-16 and the F-15SG, and was involved in the startup and operationalization of these aircraft types providing him valuable experience in capability development. Furthermore, he kickstarted digitalization efforts that leveraged data to optimize training and work streams for the units under his charge.

Strategy Development

Mark was responsible for Strategy development and advised the RSAF on key technologies to acquire in order to maintain its capability edge into 2040. To this end, he formulated capability development trajectories with key stakeholders and devised innovative warfighting concepts through experimentation and digital enablers. He identified key technologies and critical areas for investment to future proof the RSAF and was involved in development of the engineering master plan to support technology implementation., Through experimentation, he developed innovative warfighting concepts to enhance the RSAF’s warfighting capabilities. These efforts have allowed the RSAF to sharpen its focus and invest in relevant areas to ensure the buildup of future capabilities for an unrivalled edge. Mark was pivotal to the buildup of the RSAF’s AWC and delivery of key strategies.
