As a highly-motivated, tech-savvy and results-orientated leader in the government sector, I have a proven track record of delivering excellent programme outcomes and leading technological transformation through sound knowledge of technology usage and strong project management skills. My diverse skill sets - ranging from Cybersecurity, Cloud, IT Infra to Ssystem Architecting have also allowed me to successfully contributed in various key technical leadership positions in HTX and DSTA. My overseas appointment was further testimony of my ability to learn fast and work smart in challenging new areas.   • To create the equivalent of “SG Air Show” event called Milipol-TechX Summit (MTX) so as to establish SG as the Homeland Security Networking Hub leveraging HTX’s development for MHA Operational using cutting-edge Science & Technology.
  • We work with key HTX stakeholders - Industry Partners, local and foreign Government Organisations to exhibit and showcase as well as organize a thought-leadership Conference for debate and discussion.

  • I lead in the Cybersecurity development and capability transformation for HomeTeam Departments (HTDs) needs.
  • I lead a team of 30+ directly under my charge in architecting, cybersecurity consultancy (projects & threat-risk assessment), governance and cyber operations - from Exercises, VA/PT to SOC.
  • I also supervise the Agency CISOs teams that are forward-deployed as an extended arm of cybersecurity inside the HTDs.
  • I have developed a Cybersecurity competency Framework for commoditizing of cyber skills across the HTX.
  • The team has also embarked with the development of experts in Cloud Security, DevSecOps, IoT Sec and Comms Sec(4G/5G) to accelerate the digital transformation.

  • As a senior officer representing DSTA, I held concurrent DSTA and MHA senior position to direct the development of MHA C4I (Command & Control, Computing and Communications) & Sensemaking and Surveillance capability.
  • At strategic forums, I also provide technology-related advice to top MHA leadership.
  • I lead a direct group of six senior officers to masterplan and system architect managing a budget of average $200M annually.
  • We delivered major engineering masterplans as well as key ICT projects.
  • Specifically in Transmission Network, Data Centre and Cloud transformation, Cybersecurity SOC, Mobility solution, Command & Control solutions for HomeTeam Joint Command Centre, Video and Data Lakes, Crisis Information Management Systems, Video Surveillance and Analytics platform and solutions etc.

  • I led a new department of more than 100+ personnel to deliver and maintain end-to-end IT infrastructure (Server, Client, Storage, Data Centers, Network infra, Security and Network Ops Centre, Transmission, Videoconferencing etc) and security (Firewalls, IDS, Data Diodes, DMZ, SOC etc) solution for all the SAF C2 Operational Systems.
  • Annually, I managed around 80-100 projects with a combined annual IT budget of around S$200M.
  • I have also developed competency roadmaps, cost benchmarking, project governance & SOPs, reference architectures, risk mitigation techniques and business innovations for the whole team.

  • Based in Paris, I managed the Defence technological cooperation between key European countries (France, Germany, Sweden, UK, Italy) primarily through the mutual programmes and agenda established at the high level bilateral committees.
  • During my tenure, my office have also initiated and nurtured several new R&D capabilities cooperation (IT & Cybersecurity, CBRN, Protection etc) through our scouting with the industry, government and research institutes.

  • I led a cross-disciplinary team from the defence ecosystem (DSTA, DSO and SAF) of ten members on a highly complex, a first-of-its-kind C2 programme valued at hundreds of million dollars, to negotiate and deliver the frontend planning with an overseas partner.

  • I co-authored several endorsed Systems and IT architecture Masterplans.
  • As part of organization objective to promulgate system architecting, I conducted workshops to accelerate its adoption in other Divisions.
  • Concurrently I also ran a development Programme that consisted of new experimentation projects on new communications protocols and its simulations for the SAF battlefield needs.
  • The prototypes outcome was fundamental as it reduced the risk for future adoption.
