Due to technical requirements and constraints, team working closely with the Building and Construction Authority (BCA) on pilot of Design-Bid-Build Advanced Early Contractor Involvement (DBB-Adv ECI) including collaborative contracting under PSSCOC Option Module E.
Oversaw a $290M Restoration of the Istana with the Prime Minister’s Office (PMO), a highly secured compound where security was paramount. Demonstrated strong stakeholder management with political office holders and leveraged communication skills to build trust, secure buy-in, and alignment with PMO to meet project goals and deliver on time.
Managed $250M development of Outward Bound Singapore at Coney, in collaboration with the Ministry of Culture, Community & Youth, is a first-of-its-kind campus for Secondary 3 students to build life skills, confidence, and resilience. This project was awarded during COVID-19 pandemic, which required creative, out-of-the-box solutions to navigate the challenges posed by the circuit breaker including seeking waiver from Ministry of Finance for negotiations with shortlisted tenderers.
Assisted the Ministry of Sustainability and the Environment in procuring consultancy service through Building and Construction Authority Quality Fee Method framework, reviewed the consultant’s estimate and life-cycle costing, addressed Ministry of Finance Centre for Public Project Management (MOF CP2M)’s queries, and secured Gate 1 approval.
