Summary

Driven Army Officer with 30 years of distinguished service, well exposed to leadership, operations, training and security appointments. An inspiring and conscientious leader with a strong background in defining purpose, team building, developing individuals, and adaptive in dynamic environment and diverse cultures. My key attributes are (1) strong leadership and planning, (2) good exposure to operations, training and security functions, (3) incident/crisis management, and (4) develop/strengthen processes and systems. I am also a good problem solver with strong critical thinking, and a clear focus on mission and desired outcomes. After leaving the Army, I served a short stint in Land Transport Authority (LTA), and Koufu Group Ltd. I returned to LTA to contribute in the fight against COVID-19 pandemic, given my strong operations experience, and was promoted to Director in 2 years. I am currently serving as a Brigade Commander in my NS portfolio. I am a strong believer of value adding to the organisation, and always leave behind a strong team and better place than before.


Volunteered in Raffles Parents Association (RPA) 34th Management Committee member, and as Vice Chairman (Y1-4) in 35th MC.

Director, Bus Regulation

  • Together with my team, we oversee the Bus Licensing, Bus Operations and Public Transport Quality for both public and private buses.
  • Developed high-performing teams by providing mentorship, guidance, and opportunities for professional growth.
  • Enhanced team collaboration through regular communication, goal setting, and performance evaluations.
  • Work closely with public bus operators to deliver safe and efficient rides for our commuters.
  • Work with both public bus operators and private bus associations on the provision of bus services. Oversee bus operations and manage bus related incidents.
  • Drive the operationalisation of Bus Operations Safety Dashboard for data analysis, to develop safety measures for bus operations.
  • Support planned and unplanned bus diversions due to events such as National Day Parade and F1, and incidents.
  • Oversee investigation of Vocational license holders related offences, and enforcement operations.
  • Protect bus fare revenue through audits. Drive digitalisation and change methodology of fare evasion audits.
  • Main Secretariat for Singapore International Transport Congress and Exhibition (SITCE) 2024.

  • Served as COVID Secretariat. Led and liaised with MOH/MOT and related agencies on organisation of Land Transport vaccination operations and regular ART testing. Coordinated and prepared necessary COVID measures for land transport.
  • Responsible for LTA Crisis Management Framework from peacetime to National Emergency. Reviewed Contingency plans for Land Transport.
  • Conduct exercises, incident management audits on Public Transport Operators, and Site Ops room training and validation.

Successfully opened first outlet in Jul 20, with 4 more in the pipeline. Opened an R&B Tea outlet in Malacca in Nov 19. Secured a Master Franchise with Shakey’s to expand R&B Tea in Philippines.
  • Developed Group Crisis Management SOPs, to ensure mitigation during crisis and business continuity.

  • Responsible for National Emergency Preparedness, Operations and Contingency Preparedness for Land Transport.
  • Developed and reviewed selected land transport contingency plans for peacetime and national emergencies.
  • Ensured Operational Readiness through participation /conduct exercises with Homefront agencies and Public Transport Operators (PTOs), and conduct audits.

  • Oversee training, operations, operational readiness and safety of units within the division
  • Drive division objectives and workplan, conduct brigade-level exercises both local and overseas, monitors training results, capability development, and doctrine
  • Responsible for review of operations-related and safety Standing Operating Procedures (SOP) within the division
  • Assigned as Ops Manager to work with DSTA on a capability development project of ~$2 million
  • Served as Army Chief Planner for Ex WALLABY 2017 in Australia, involving more than 3500 personnel and equipment
  • Main tasks include finance budgeting, exercises planning, area and safety management and logistics arrangements
  • Interacted with foreign armies to enhance defence relations, such as Malaysia, Indonesia, Thailand, India, China, and Australia
  • Served as Chairman Contingency Co-ordination in NDP 2018 EXCO, where my team developed contingency plans to guide NDP activities.
