Roles &Responsibilities of WSHO:
To shall brief the Waste & Resource Management Department (WRMD) Safety Committee quarterly on updates on any incidences and new rules and regulations from the Ministry of Manpower (MOM)
Advise the General Manager of the respective Installation on the measures to be taken in the interest of the safety and health of the persons employed in the Installation
Inspect the installation to determine whether there is any machinery, plant, equipment, appliance or process or any description of manual labour used in the each of the Installations which is of such a nature that is liable to cause risk of bodily injury to any person working or employed within the Installation
Discuss the findings of inspection with the Supervisor employed in the Installation who is In-Charge of machinery, plant, equipment, appliance, process or manual labour, and report such findings to the General Manager of the respective Installations
Assist the Supervisor in investigating into any accident which takes place within the Installation arising from the use of such machinery, plant, equipment, appliance or manual labour, and check the Supervisor’s report and the action taken to remove the causes of the accident
Investigate into every fatal accident and dangerous occurrence which takes place within the Installation and any industrial disease contacted in the Installation
Organize campaigns, training courses, competitions, contests and other activities which will develop and maintain the interest of the person employed in the Installation in establishing safe and healthy working conditions
In the interest of the safety and health of the persons employed therein advise the General Manager of the respective Installations on the specifications are:
for any repair or alteration to be made to the Installation or any extension thereof, and
of any new machinery, plant, equipment or appliance to be installed or used in the Installation
Act as Secretary to the WSH Committee established at the Installations under the Act and Assist the Chairman in planning and directing the functions of the WSH Committee
Co-operate with any doctor engaged to look after the health of persons employed in the respective Installations on all matters affecting the safety and health of those persons
Take part in any inspection of the Installations carried out by the Management thereof for the purpose of assessing the efficacy of any measure taken in compliance with the Act
To conduct safety inspection with the WSH Inspection Teams in the Installations and to compile safety inspection report after the inspection
Keep the factory record prescribed under the Act
Keep a copy of those records and the Act and all regulations made there under in the Installation
Report to the General Manager of the respective Installations on the work done or to be done by person or group of persons employed therein for the purposes of observing the provisions of the Act
Review the existing safety procedures in the Installations and recommend new WSH procedures as and when required
Ensure that all newly purchased safety equipment are safe to be used
Attend to any other safety related matters
To consultation with the respective General Manager of each Installation, conduct fire drills and evaluate the evacuation procedures, at least twice a year and chemical spillage drill once a year, wherever applicable & conduct debriefing sessions and submit a report within one (1) week after the fire drill & also review the fire and chemical spillage plan wherever directed by the General Manager of the Installation
To carry out the following task pertaining to fire safety in the Installation:
Conduct routine checks for any fire hazards;
Promote fire safety awareness and carry out training in basic fire-fighting to the Staff at least once a year
Include reports on the fire safety of the Installation in the monthly report
To advice on the emergency procedure for the Installation and also review the essential fire-fighting system at the Installation and make recommendations to improve the system & this review shall be carried out on a 6-monthly basis.

Ensure at all times that fire safety requirements contained in the Fire Emergency Plan are complied with;

Ensure at all times that the occupant load of any part of any building does not exceed the capacity prescribed under the Fire Code;
Conduct daily checks within the Premises and remove or cause to be removed any fire hazard that is found within the Premises;
Prepare a Fire Emergency Plan for the Premises and conduct 2 fire drills for the occupants therein annually or on such occasion as may be directed by the Commissioner;
Ensure that all occupants are familiar with the means of escape located within the Premises;
Prepare fire safety guidebooks for the occupants of the Premises;
Train the occupants in the Premises in first-aid, fire-fighting and evacuation in the event if fire;
Co-ordinate and Supervise the occupants within the Premises in fire-fighting and in evacuation in the event of fire or other emergencies;
Supervise the operation of the Fire Command Centre in the event of fire or other emergencies;
Conduct at least 2 Fire Evacuation Drills and Table-Top Exercises within the Premises each year and to evaluate, together with the Fire Safety Committee, the effectiveness of the Arson Prevention Plan and the Fire Emergency Plan for those Premises;
Prepare and implement the Arson Prevention Plan for the Premises;
Notify the Commissioner immediately upon the occurrence of any fire incident in the Premises;
