• Worked closely with QHSSE & Training Manager to conceptualise Fleet training programme and structure.
• Lead a team of five Fleet office-based trainers and sixteen OJT trainers to develop, enhance and deliver training materials and content.
• Responsible in identifying and developing potential Fleet trainers and ensuring that they remain competent and relevant in their field of work.
• Ensure training materials are updated and adhere to operation requirements, best practices, and statutory requirements.
• Chief assessor for new tug masters and to recommend and highlight to senior fleet managers for recalcitrant underperformers.
• Certified Simulator Trainer at Integrated Simulation Centre (Singapore Polytechnic) and Force Technology FMSS.
• Responsible in the planning, scheduling, and conducting of audits and inspections onboard tugboats, water barges and pilot launches.
• Responsible in putting up recommendations and corrective actions based on audit findings to senior management.
• Lead investigator for all marine incidents/accidents and recommending the necessary corrective actions and preventive measures.
• Co-lead the fleet risk assessment (RA) team and review the SWPs when required.
• Worked closely with the Tug Operation Manager on day to day running and monitoring of vessels’ activities and deployment schedule for both local and overseas tug fleet.
• Communicate with internal and external stakeholders to ensure complete operational information and swift operations on the ground for both local and overseas fleet.
• Coordinate and attend to surveyors for all Class surveys and port state inspections.
• Ensure adequate and proper manning was being maintained for local and overseas tug fleet.
• Prepare and mobilize tugboats for spot charters and off-port limit (OPL) jobs.
• Ensure all tugmasters and crew are briefed on all job details and work instructions.
• Attend to all tug incidents/accidents and to carry out investigation reporting.
• Attend to all technical, operational and crew related issues onboard, including correspondence for compliance with International Safety Management (ISM) and classification society rules.
• Ensure safe tug operations are carried out at all time as per schedule.
• Assist harbour pilots for the safe berthing and un-berthing of vessels calling in the Singapore port .
• Responsible for the safety of the tug and the crew in all aspect at all times.
• Responsible in maintaining and inspecting of all safety gears, deck machineries, firefighting and lifesaving appliances are in good working condition at all time.
• Ensuring proper recording of vessel log books and all documentations onboard as required by PSA Marine management team, classification society and port state control.
• Perform secondary role as OJT trainer and mentor for trainee tug masters.
